I just tried it (build 6953746) with Goldberg emu latest build (c5f50ddb) and the steam emulator doesn't write any achievement file. I tried with the debug flavor of the Goldberg emu and didn't saw anything related to achievement calls in the STEAM_LOG.txt generated.

For the SteamClient build, as archived here, one needs to (hex) edit the original steam_api(64).dll manually, and replace SHELL32 with CODEX(64) Afterwards, rename original steam_api(64).dll to steam_api(64).cdx for CODEX redirection purposes.
